Position Objectives:
An employee in this class plans and directs the activities of the investigations division in conducting preliminary and supplementary investigations of crimes. Work involves assigning cases to personnel, providing guidance and technical assistance to subordinate employees, supervising and participating in the management of reports on activities, stolen property, and other related records. Work also involves supervising and participating in the investigation of more serious crimes, coordinating division activities with other law enforcement agencies, and performing special projects. Other duties include preparing and reviewing a broad variety of records and reports of investigations, and training, motivating, communicating, coaching, and reviewing employee performance. Work requires significant judgement, initiative, and management skills as well as mastery of criminal investigations work. Employees must exercise judgement, initiative and calm control when performing duties when responding to emergency situations. Work involves frequent public contact which requires tact, firmness and decisiveness. Work is performed in accordance with departmental policy and state and federal law. Employees are subject to hazards associated with law enforcement work including working in both inside and outside environments, in extreme hot and cold weather, and exposure to various hazards such as dangerous persons, loud noises, and hazardous spills with fumes, oils, gases, or flammable liquids. Work is also subject to the final OSHA standards on blood borne pathogens. Work is performed under general supervision and is evaluated through observation, conference and review of reports for adherence to laws, department procedures, and proper judgement, and for division productivity.
Duties and Responsibilities:
Essential Duties and Tasks
- Plans, organizes, and directs the work of the investigations division including major crimes, juvenile crimes, child and sexual abuse, controlled substance and other vice investigations; assigns cases to staff; tracks cases; provides technical guidance to staff; assists staff with investigations and deciding appropriate charges.
- Supervises and participates in major cases; secures crime scenes, collects, preserves and processes evidence; identifies and interviews witnesses, victims, and suspects; develops sources and leads; analyzes evidence; arrests suspects; testifies in court.
- Schedules employees for court testimony, authorizes leave and overtime work and keeps required records.
- Supervises and participates in the security and storage of evidence and unclaimed property, and chain of custody of evidence for the department.
- Coordinates the division's cooperation with other law enforcement officers in regional efforts and similar crimes; coordinates the reviewing of evidence and scheduling cases with the District Attorney's office.
- Communicates, motivates, trains, leads and provides performance coaching and evaluation of division personnel; may coordinate or perform specialized training for the department.
- Participates in providing crime prevention programming and education for the community.

Minimum Requirements:
Physical Requirements
- Must be able to perform medium work exerting up to 50 pounds of force occasionally; 20 pounds frequently; and 10 pounds constantly.
- Must possess the visual acuity to operate a police vehicle and distinguish details and differences when observing people, places, or things on patrol, to operate a computer terminal, and to prepare written reports.
Special Requirements
- Before assignment to sworn duties, employees must possess a valid North Carolina driver's license and have obtained certification by the North Carolina Justice Training and Standards Commission as a certified law enforcement officer.
- Other certifications as required by the department.
Desirable Training and Experience:
Desirable Experience and Education
Graduation from an accredited community college with an earned degree in law enforcement supplemented by specialized training in investigations procedures and extensive experience in law enforcement work including some supervisory experience; or an equivalent combination of education and experience.
Special Requirements
Before assignment to sworn duties, employees must possess a valid North Carolina driver's license and have obtained certification by the North Carolina Justice Training and Standards Commission as a certified law enforcement officer. Other certifications as required by the department.
