Position Objectives:
An employee in this class performs a variety of unskilled and limited semi-skilled landscape and maintenance tasks. Work involves mowing with riding and push mowers, trimming weeds, planting, mulching and fertilizing, trimming trees and bushes to clear for traffic sight distances, and performing routine maintenance and small repairs to equipment. Work also involves assisting other crews when needed including collecting solid waste, picking up leaves and flagging at construction sites. Work requires operation of light to medium equipment including tractors, trucks, lawnmowers and hand and power tools. Employees are subject to working in inside and outside environments, in extreme cold and hot weather, and hazards in the work including exposures to loud noises, vibrations, proximity to moving mechanical parts, exposure to chemicals, fumes, odors, dusts, mists, gases, and oils. Work is also subject to the final standards of OSHA on bloodborne pathogens. Work is performed under the daily supervision of the Public Works Supervisor and is reviewed for appearance, productivity, and adherence to work standards through observation, inspection, and feedback from Town officials and the public.
Duties and Responsibilities:
Essential Duties and Tasks
Performs landscape maintenance duties including mowing, trimming, pruning, mulching, irrigating, planting flowers, and related tasks; mows and drags ball fields.
Mows overgrown and vacant lots; reports to supervisor for billing by the Town.
Operates equipment such as lawn mowers, dump trucks, loaders and a variety of hand and power tools; performs cleaning, washing, preventive maintenance and minor repairs to equipment.
Ensures the cleanliness of the town; picks up litter from streets, sidewalk and rights-of-way.
Participates in the maintenance of sidewalks and curb and gutter; paints curbing and speed bumps; cleans out storm drains when needed.
Rides and walks extensively along a designated route to collect garbage and refuse as fill-in for absent employees or to assist with heavy holiday refuse; dumps refuse from backyard cans into carts, pushes to truck and empties refuse containers into a rear packer truck or trailer; operates packer mechanism; cleans area around containers and picks up dropped trash; assists in emptying load.
Walks extensively along a designated route to vacuum loose leaves; uses a pitch fork or rake as needed to ensure area is clean.
Picks up and removes dead animals; takes to landfill for disposal.
Assists other crews setting out cones to maintain a safe perimeter and flags traffic to ensure safety of crews working on distribution and collection system; assists with patching streets around construction sites; may drive a dump truck to transport fill dirt or remove dirt and debris from construction site.
Participates in the Town's safety program and adheres to safety procedures and policies of the department.
Additional Duties
Assists in other departmental functions as needed.
Performs related duties as required.
Minimum Requirements:
Knowledge, Skills, and Abilities
Working knowledge of grounds and landscape maintenance methods.
Working knowledge of basic maintenance and construction methods.
Working knowledge of safety regulations, occupational hazards and related safety precautions in the work.
Skill in the use and care of assigned tools and equipment.
Ability to understand and follow instructions.
Ability to cooperate and work as a team member in carrying out assignments.
Ability to operate tractors, dump trucks, riding and power mowers, weedeaters and hand and power tools to perform grounds maintenance and assist with basic maintenance or construction tasks.
Ability to perform continuous heavy manual labor at a steady pace and in varying weather conditions.
Ability to walk for extensive periods of time.
Ability to communicate effectively with the public to respond to inquiries about Town services.
Ability to establish and maintain effective working relationships with coworkers, supervisors, and the general public.
Physical Requirements
Must be able to physically perform the basic life functions of climbing, balancing, stooping, kneeling, crouching, reaching, standing walking, pushing, pulling, lifting, grasping, feeling, talking, and hearing.
Must be able to perform heavy work exerting up to 100 pounds of force occasionally; up to 50 pounds of force frequently; and/or up to 20 pounds constantly to lift or otherwise move objects.
Must possess visual acuity to operate equipment such as trucks, tractors, mowers, and power tools, to perform trades tasks, and to prepare records of work performedDesirable Training and Experience:
Desirable Education and Experience
Ability to read and write sufficiently to complete timesheets and/or forms and some experience in landscape maintenance and/or construction work; or an equivalent combination of education and experience.
Special Requirement
May require possession of a valid appropriate North Carolina driver's license.
May require pesticide license.
