GENERAL PURPOSE:
Performs complex supervisory, administrative and professional work in planning, organizing, directing, and supervising the Public Works Department and Water Plant, including environmental, water, sewer, sanitation, cemetery, traffic control, drafting, fleet maintenance, and other public works projects and programs.

SUPERVISION RECEIVED:
Works under the broad policy guidance and direction of the Town Manager.

SUPERVISION EXERCISED:
Exercises supervision over clerical, supervisory, maintenance and professional staff as assigned.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
Supervises department support staff, either directly or through subordinates and confers daily with the City Manager advising of current projects and accomplishments.

Participates in field survey work.

Prepares project maps indicating location of laterals, depth of manholes, and distance of laterals from corner of lot.

Prepares detailed construction maps indicating location of existing water, sewer, gas, or electric facilities. 

Coordinates activities and schedules with utility companies, contractors, property owners and other City departments.  Resolves conflicts within scope of authority.

Provides information and responds to inquiries from contractors, property owners, staff, and the general public regarding assigned public works projects.

Calculates estimated costs of projects.  Determines applicable codes, regulations, and requirements for assigned projects.

Determines work procedures, prepares work schedules, and expedites workflow.  Issues written and oral instructions.  Maintains harmony among workers and resolves grievances.

Coordinates activities of assigned services with other departments; prepares requisitions for needed materials, supplies, and equipment.

Assigns duties and examines work for exactness, neatness, and conformance to policies and procedures.  Prepares composite reports from individual reports of subordinates.

Studies and standardizes department policies and procedures to improve efficiency and effectiveness of operations.  Adjusts errors and addresses complaints.

Public Works Director

Prepares and documents budget requests; administers adopted budget in assigned area of responsibility.

Plans, organizes, coordinates, supervises and evaluates programs, plans, services, staffing, equipment and infrastructure of the public works department.

Evaluates utility needs and formulates short and long range plans to meet needs in all areas of responsibility, including water treatment plants, water, sewer, drainage, fleet maintenance, public building, lighting, park maintenance, and drafting.  Devises contingency plans for maintaining essential services during emergency situations.

Oversees the development or update of the Town’s: Comprehensive Water Plan, the Capital Improvement Program, and other plans involving the municipal infrastructure.

Oversees the preparation of engineering plans and specifications, bidding, competency of contractors and vendors, and the selection criteria for public contracts.

Oversees project management for the construction of the municipal public works projects.  Oversees assigned projects to ensure contractor compliance with time and budget parameters for the project.

Coordinates the preparation of reviews and updates the water plant, water, storm drainage, and street system maps, data base, and comprehensive plans.

Oversees the maintenance of infrastructure and other records.

Responds to public or other inquiries relative to department policies and procedures.  Evaluates issues and options regarding municipal public works and makes recommendations.

Maintains regular contact with consulting engineers, construction project engineers, City, County, State and Federal agencies, professional and technical groups and the general public regarding division activities and services. 

Performs other duties as assigned.

PERIPHERAL DUTIES:

Assists in the training of city personnel in public works systems and techniques.

Serves as a member of various employee committees.

DESIRED MINIMUM QUALIFICATIONS:

Education and Experience:

  1. Graduation from a four-year college or university with a degree in civil engineering, public administration or a closely related field; and
  2. Minimum of six years previous public works experience including at least two years utilities; or
  3. Water and Wastewater certifications desired
  4. Any equivalent combination of education and experience.

Necessary Knowledge, Skills and Abilities:

  1. Thorough knowledge of applicable City policies, laws, and regulations affecting Department activities;
  2. Ability to communicate effectively, orally and in writing, with employees, consultants, other governmental agency representatives, City officials and the general public; Ability to conduct necessary engineering research and compile comprehensive reports.
  3. Ability to guide, direct and motivate employees; Ability to operate and maintain various equipment used in water maintenance and repair such as backhoe, dump trucks and sewer cleaners; Ability to organize and supervise the activities of various crews performing construction and maintenance work; Ability to communicate effectively, verbally and in writing; Ability to establish and maintain effective working relationships with employees, other departments and the public.
SPECIAL REQUIREMENTS
Must possess and maintain a valid NC Driver's license with a good driving record (CDL certification may be required or ability to obtain one) and be able to successfully complete a drug/alcohol screening test and criminal background screening. 

Physical Requirements:
Must be physically able to operate office equipment. Must be able to exert up to 50 pounds of force occasionally and/or up to 25 pounds of force frequently, and/or up to 10 pounds of force constantly to lift, carry, push, pull or otherwise move objects. Physical demand requirements are for Light Work.

POSITION TITLE: Police Telecommunicator I
SALARY RANGE: $ 20,939.00- $29,101.00

BASIC FUNCTION AND JOB REQUIREMENTS:
Performs communications and varied clerical work for the police, fire, and rescue functions in the community.  An employee in this class receives incoming routine and emergency calls, dispatches and maintains contact with police units, dispatches or calls for rescue, fire, and mutual aid as required. Operates computer-aided dispatch equipment, computer terminal connected to the Division of Criminal Information (DCI) and the National Crime Information Center. Work also involves the performance of detailed record keeping, assisting the public with directions and general information, monitoring public and private alarms and typing and filing of police reports. Work involves frequent public contact which requires tact, firmness and decisiveness and judgment in obtaining necessary information from people who are under extreme stress and choosing appropriate courses of action. Work is performed in accordance with departmental policy and state and federal law, supplemented with specific directions from sworn personnel. Work is normally performed under the supervision of the Patrol Sergeant and is evaluated through observation, monitoring of radio communication, discussion and review of reports.

ESSENTIAL DUTIES AND TASKS

  • Receives routine and emergency telephone calls and personal requests for assistance concerning crimes, fires, rescue needs or general information.
  • Operates a variety of electronic equipment to maintain contact with police, fire, and rescue personnel and other law enforcement units; dispatches officers to answer requests for assistance; provides information about the situation as it develops and/or background information from the DCI system.
  • Operates a computer terminal to enter calls and receive information stored in the 911 CAD system about the location, occupants, type of business, chemical storage, and other information concerning the call;
  • Operates terminal connected with the Division of Criminal Information and the National Crime Information Center to obtain driver's history, vehicle registration data and criminal record information.
  • Maintains communications logs and reports including the nature of calls, actions taken and the times involved.
  • Answers emergency utility calls such as power outages or other problems with the City electrical system and water or sewer line breaks; notifies the designated on-call employee to explain the problem.
  • Identifies the location of callers to choose and dispatch the proper law enforcement, fire, or rescue department or unit.
  • Monitors public and private fire and security alarm systems; activates monitors to dispatch volunteer fire and rescue; transfers appropriate calls to County Sheriff or state patrol.
  • Monitors activities of officers on patrol and makes radio contact to insure safety.
  • Pages city workers; sends faxes; maintains files and records; records funeral escorts; files vehicle inspection reports; maintains paperwork for animal control; records house checks; records paperwork for officers; records pawn tickets.

EDUCATION AND EXPERIENCE
Graduation from high school and experience with public contact work involving data entry and telephone work; or an equivalent combination of education and experience.  Must have good communication skills and have or be able to be certified as a DCI Operator.

SPECIAL REQUIREMENTS

POLICE OFFICER I:

Minimum Qualifications

  • Must be 21 years or older at the time of employment
  • Must possess high school diploma and/or GED
  • Must be a US Citizen and be able to read and write the English language
  • Must possess or be able to obtain at time of employment, a valid NC driver’s license without record of suspension or revocation or otherwise poor driving and industrious habits
  • Must be of good moral character and of temperate and industrious habits
  • Must successfully completed an approved Basic Law Enforcement Course

Duties include, but may not be limited to:

  • Position will perform protective service work through the enforcement of laws and ordinances
  • Patrol areas, respond to calls for police service and apprehend criminals
  • Conduct interviews of preliminary and follow-up criminal and traffic investigations
  • Prepare written reports and field notes and testify in court
  • Other duties as required

Special Requirements

  • Ability to meet the Police Department’s physical standards and satisfactorily complete firearms training, a physical/psychological evaluation, criminal background investigation and drug/alcohol test.
